The 2nd Division, until 1997: 2nd League, is the third professional Russian football league and is organized by the Russian Football League. The league is geographically roughly divided into five zones: West (northwestern part of European Russia), centre (northern/eastern part of European Russia), south (southern part of European Russia), Ural-Povolschje (southern Urals and western Siberia) and east (the rest of Siberia).

Depending on the year, the number of teams changes in the 2nd division, also the number of teams even in the current season so far always fluctuates, because clubs have always been excluded from play. Thus, the 2009 season started with 81 participants, six of whom were excluded during the season due to violations of the league rules – non-attendance at away matches, no salary payments or bribery of referees. The group winners are automatically promoted to the 1st division, while the last group players are relegated to the amateur league and lose their professional status. 1994-1997 there was another semi-professional level, the 3rd league, under the then 2nd league for a short time.

The classification of the groups is roughly oriented to the geographical conditions, border clubs can be classified into different squadrons depending on the field of participants of the individual squadrons, so the clubs from Moscow and the surrounding area are distributed on the squadrons west and center.
