The Association of European Football Associations (UEFA) is sending 13 participants to the 2018 FIFA World Cup. Of the 55 European associations, all members except Russia, which is automatically qualified as the 14th European team as the host country, take part in the qualification process.
The format of the qualification was determined at the meeting of the UEFA Executive Committee in Vienna on 22-23 March 2015. In the first round, the 54 teams played in nine groups with six teams. In the groups, each team played against the other teams in the group in the first and second rounds. The nine group winners qualified directly for the World Cup. The eight best runners-up in the group played the remaining four places in the second round. The draw was held on 25 July 2015 at the Constantine Palace in Strelna.
On 13 May 2016, Gibraltar and Kosovo were admitted to FIFA and were given the right to qualify for the World Cup. Kosovo were placed in Group I and Gibraltar in Group H, as Kosovo will not play against Serbia and Bosnia-Herzegovina for the time being.
FIFA regulations
In accordance with FIFA regulations, preliminary matches may take the form of group matches or matches based on the cup system, in each case in outward and return matches, or in exceptional cases in tournament form in one of the participating countries or on a neutral field. In group matches, three points are awarded for a win and one for a draw.
The following criteria are decisive:
- higher number of points
- better goal difference
- higher number of goals scored
- higher number of points from the direct encounters between the teams with the same number of points and the teams with the same number of goals
- better goal difference from the direct matches between the teams with the same points and goals
- higher number of goals from the direct encounters between the teams with the same number of points and goals
- a higher number of away goals from direct encounters between teams with the same number of points and goals if only two teams are affected.
- lower number of minus points due to yellow and red cards (yellow card 1 minus point, yellow-red card 3 minus points, red card 4 minus points, yellow and red card 5 minus points)
- lottery decision
In the cup system, the higher number of goals scored away from home after both matches counts if the goals are equal. If the number of away goals is also the same, extra time is played. If no goal is scored in extra time, the match is decided by penalty shootout. If both teams score the same number of goals in extra time, the away team qualifies on the basis of the more away goals scored.
Mode
The 52 teams registered at the time of the draw were drawn in nine groups, including seven groups with six and two groups with five teams. The nine group winners qualify directly for the final round. After the group stage, the remaining four places will be allocated in play-offs between the eight best runners-up. The worst second in the group is eliminated. In order to be able to compare the performances of the group runners-up, the matches of the group runners-up against the group runners-up are not taken into account in the groups of six.
Following the inclusion of Gibraltar and Kosovo in FIFA, UEFA had to determine the modalities for including the two new members in qualifying. These were allocated to the two groups of five in such a way that, according to FIFA specifications, Kosovo do not have to play against Bosnia and Herzegovina or Serbia (which are, however, in a group of six). Since this would mean that all the groups would have six teams, it would not be necessary to delete the results of the second group against the sixth group in order to determine the worst second group. However, UEFA has confirmed that the rule on the elimination of the results against the Group Sixth will continue to apply.
Dates
The schedule for the qualifying matches was based on the concept of the English Week: One match day lasted over a period of three consecutive days. For so-called double match days (match days 2 and 3, 7 and 8, 9 and 10 as well as the play-off games), the matches took place from Thursday to Tuesday. Two matches were played on each of the double match days, so each team played either on Thursday and Sunday or on Friday and Monday or on Saturday and Tuesday (details of the playing groups are given).
Group stage
Before the draw, the teams were divided into six pools according to the FIFA World Ranking as at 25 July 2015. From each of these pots, one team from each group was drawn. Only five teams remained for groups H and I, as Russia were ready to play.
